The National Emissions Ceilings Directive (NECD) sets national emission ceilings for emissions of certain pollutants from all economic sectors, in the territory of an EU Member State. However, the future compliance-checking of the reduction commitments will largely depend on the completeness and quality of the reported national emission inventories. For that reason an in-depth review of the national emission inventories, complemented with assistance to Member States to improve the quality of the inventories, is of high importance.

The primary objective of this project was to perform a comprehensive technical review of Member States NECD inventories to ensure that the Commission has accurate, reliable and verified information to determine compliance with the NEC Directive targets. A secondary objective was to strengthen Member States’ capacity in managing NECD inventories efficiently and in delivering high quality reports to the European Commission.
