A stronger framework for water governance and investment

Within the EU-funded EU4Green Recovery East programme, the Environment Agency Austria is a key partner in the provision of technical support as Moldova advances water sector reforms linked to EU accession, with a focus on stronger governance, legal alignment and more effective investment.

Addressing growing water challenges

Moldova faces significant water-related challenges. The country is among the most water-stressed in Europe, with limited water resources, increasing pressure from climate change and drought, and infrastructure gaps that continue to affect households, agriculture and industry. Rural communities remain particularly vulnerable, while smaller rivers feeding the Nistru and Prut are increasingly exposed to pollution and seasonal drying.

Reforming the sector in line with EU standards

These challenges were at the centre of the National Policy Dialogue on water, hosted by the Ministry of Environment of the Republic of Moldova on 26 March 2026 alongside technical workshops on 25 and 27 March. The discussions brought together public authorities, academia, civil society, EU institutions, EU Member States and international organisations to review the outcomes of Moldova’s recent EU accession screening in the water sector and discuss the next steps in aligning legislation with EU standards. Reforms of water-related economic instruments were also discussed as part of efforts to strengthen financing for river basin councils, wastewater treatment, irrigation and water monitoring.

From policy dialogue to practical impact

The reform agenda is closely linked to investment. Stronger water governance, reliable data and clear legal frameworks can help create more predictable conditions for sustainable investment. Practical examples also show how coordinated action can deliver results, including improved water services and the exploration of treated wastewater reuse in agriculture as a supplementary irrigation source in times of increasing drought risk.

Through its lead role and technical contribution under EU4Green Recovery East, the Environment Agency Austria supports evidence-based policymaking and reform implementation in the Eastern Partnership region. In Moldova, this support helps strengthen the institutional foundations for a more resilient and sustainable water sector in line with the country’s EU accession path.
