Framework Contract on “Water for Citizens” aiming at bringing support to Commission policy activities on the Bathing Water, Drinking Water and Urban Waste Water Treatment Directive

Project description:

The Framework Contract is designed to set the legal, financial, technical and administrative terms governing the relations between the contracting parties during the contract term. The goal is to have a Framework Contract that is able to provide timely and high quality proposals for specific service and study requests to be issued by the Commission during the contract period, as well as to provide timely and high quality deliverables under specific contracts throughout the duration of the Framework contract.
In general, the contractor will support the European Commission in its activities related to the implementation and further developing of the three Water Industry Directives (Bathing Water Directive, Drinking Water Directive and Urban Waste Water Directive), also considering the expected review of the Water Framework Directive by the year 2019.

Services provided by Umweltbundesamt:

  • Support of the European Commission in implementing the reporting processes of the three above-mentioned Directives at all stages. This will require using the procedures established in the Water Information System for Europe (WISE) and also includes the possibility to develop innovative ways and tools for reporting and sharing information considering the requirements of the INSPIRE Directive 2007/2/CE and the Public Access to Environmental Information Directive 2003/4/CE.
  • Studies and technical assessments on issues related to current and future policy development, to assess the compliance with the Directives and to evaluate the existing EU legislation covered by and related to the three above-mentioned Directives, including impact assessments, and to develop guidance, good practices, questions and answers or recommendation documents.
  • Socio-economic assessments in relation to different aspects related to the implementation of the three above-mentioned Directives.
  • Organisation of expert workshops/ meetings with Member States representatives and preparation of supporting documents and reports for the European Commission, including communication activities such as creating and updating of Webpages and organisation of conferences / events.
